Dr. Robert Powell (left), chair of Central Carolina Community College's Justice Studies Department and director of its Basic Law Enforcement Training program, and Harnett County Sheriff's Department Deputy Michael Klingman, stand on the rescue tower at the college's Emergency Services Training Center, in Sanford.
