The request for proposal for Central Carolina Community College RFP# 43-A-2010EECBGED1 lists F32T8/841/HE as the lamp model number. I believe Espen Technologies is the manufacturer that the model number is referring to but is this lamp a 32 watt high lumen lamp or a 28 watt lamp?
The required lamp is a 32 watt, high lumen lamp.

I am assuming existing 2x2 fixtures with U lamps will be retrofit with 2' lamps is this correct?
Yes, this will be a 2' lamp.

In the fixture schedule for the Civic Center letter M refers to a retrofit kit and list the part number for the retrofit kit. Should I assume that only the retrofit kit itself is needed or should I include the lamp and ballasts as part of the material that will be ordered for that line item?
If you are using White Optics, the kit includes only the reflector, sockets, and socket bars. You will have to include the ballast and bulbs. If you are using another manufacturer, you will need to make sure what their kit includes. All material provided in this scope was used as an example and all material quoted needs to meet all requirements for the ARRA and Progress Energy.

The first page of the Civic Center Scope of Work RFP# 43-A-2010EECBGED1 states that a new dimming system will be installed in both auditoriums as well. I am assuming the dimming system installation is a separate installation and is not part of this scope of work. Is this correct?
The dimming system in both auditoriums of the Civic Center is part of the Scope of Work for this project.

I see that 32 watt high lumen lamps are specified for the Civic Center RFP# 43-A-2010EECBGED1. I noticed that some of the part numbers in the fixture schedule such as line item C have 850 CRI lamps not 841 CRI. Should I assume that we should use 841 CRI lamps for the line items that do not list the CRI in the part number?
These are to be 4100k lamps with higher CRI. Typically known as SPX in GE terms and 800 series in Philips terms. All lamps and ballast combinations must meet the Progress Energy criteria of 90 lpw. Linear flourescent lamps replacing the metal halide lamps in the civic center are to be 5000k color temperature.

The scope of work for RFP# 43-A-2010EECBGED1 and RFP# 43-A-2010EECBGED1 states that the contractor will be responsible for applying for the rebate program. Are we expected to estimate the rebate amount as part of the initial submittal or are you expected to apply for the rebates if the project is awarded to you?
The successful contractor that is awarded the contract will be responsible for Applying and Submitting for the rebates with Progress Energy.

The fixture schedule for the Civic Center list existing and proposed conditions should we be able to match up an existing condition with a proposed condition for all of the line items in the schedule? Some of the existing and proposed items seem to match up and some of them do not is this intentional? I am assuming we should use the proposed fixture quantities to order material. Civic Center Fixture Schedule that is included with the RFP # 43-A-2010EECBGED1 scope of work: For example line item D refers to a wall pack fixture with a quantity of 7 I am not sure if anything listed in the existing line items XA through XP are intended to match up with line item D. Is this intentional? For example it makes sense that line item B matches up with line item XG based off of the existing and proposed fixture descriptions and the quantities.
Some existing fixtures will not be replaced. The project should be bid by the proposed fixture quantities on the lighting fixture schedule.

Please clarify if AHUs 1&2 have 2 Zones (2 Hot Water Valves?, 2 Supply Air Temps?) and that AHU 1 & 2 have dual compressors.
Contractors can view the HVAC Mechanical Plan posted on our Web Site for Zones and Hot Water Valve Counts. Each zone shall have a temperature sensor. AHU 1&2 each have dual compressors in the condensing unit.

Is CO2 for OA Damper Control? There is no sequence on it.
Yes. The CO2 sensor is for OA Damper Control. Sequence will be to control CO2 at 0-1500 ppm during occupied times.

Do you want a filter DP switch to let you know when to change the filters?
No filter DP switch is required for this scope.

How Many ethernet Drops will be avialable for connection to the network?
One Ethernet Drop will be located in the Boiler Room.

Do you want to monitor Return Air Humidity? If so on all units? (except AHU 5 OA only)
Return Humidity will be monitored on all units.

Can we reuse any existing end devices?
All devices shall be new. Hot Water Valve Bodies can be used with new packing and Actuators.

How many Room Stats are on units 1&2?
Contractors can view the HVAC mechanical Plans posted on our Web Site for Stat locations and counts.

HVAC Controls Retrofit RFP # 43-A-2010EECBGED1 I wanted to clarify that the new controls will follow the sequence of operations as written on the existing control prints? If not can you provide a new sequence of operations?
Yes, the controls will follow the existing sequence listed on the control drawings listed on the Web Site. In addtion to the control drawings there will be CO2 control and return Humidity Control.

This bid was just posted on the IPS website yesterday (the 21st). This pre-bid meeting already passed (the 19th). Is is possible to still bid the job?
You are eligible to bid and we will arrange another pre-bid conference if needed.

HVAC Controls Retrofit RFP # 43-A-2010EECBGED1 For single zone units would monitoring the humidity in the space be approved for use instead of in the return?
Yes, monitoring humidity in the space will be acceptable.

43-A-2010EECBGED1 Should the bid include sales tax? If so does it need to be broken out as a separate line item?
The bids must include sales tax and must be broken out as a separate line item.

Can interested contractors still bid on your contract, if they were not aware of or attended your pre-bid?
Yes, a new pre-bid meeting date and bid extension date for the lighting retrofit projects will be posted on our web page today, October 26, 2010 at www.cccc.edu/ARRA

Will this be bid as one package or three separate packages?
These projects will be bid as 3 separate projects.

Is there an estimated value for the project?
No, there is not an estimated value for the projects.

Are bid and performance bonds required?
No, bid and performance bonds are not required for these projects.

We would like to still see the buildings. Is it possible to have another pre-bid meeting to see the site and possibly extend the deadline?
Yes, a bid extension date and pre-bid meeting date to review the lighting retrofit projects should be posted on our web site very soon.

I did not see a formal bid sheet in the informaion listed on the website. Please confirm that we can just send a quote with price to the email location listed and follow up with a hard copy.
Contractors will send an e-mail or fax quote to address listed and follow up with a hard copy to the address listed. Tax should be broken out as a separate item on the quote.

I recently asked a question about the color temperature of the lamps in the Civic Center. I accidentally typed 5100K it should be 5000K in my question.
All MH in the Civic Center will be 5000K in color and all Classroom and Office T8 fixtures will be 4100K in color.

After attending two pre-bid meetings my question is; are you qualifying your electrical bidding contractors under G.S 87-43.3 and G.S. 87-41.1 which basically states that only licensed electrical contractors may bid on any electrical project in North Carolina? And will all sub- contractors have to meet the pervisions under the law?
Qualified contractors shall meet the requirements of G.S. 87-41-1 for "qualified individual" being a licensee of the State Board. Qualified contractors shall meet the requirements of G.S. 87-43.3 for limits on contracts for limited, intermediate, and unlimited electrical license. Qualified contractors must meet all requirements, laws and regulations of the General Statutes of NC pertaining to electrical contracting and enforced by the NC State Board of Examiners of Electrical Contractors.

My company is located outside of the 90 mile parameter listed on the bid and I am curious if the sub-contractors are in Sanford, would we be able to bid on this project?
If your current company location is outside of the 90 minute drive time requirement in our Scope of Work for this project, then your bid package would not qualify for this project.

Is the model number listed in the base bid Carolina Controls Group equipment list for the High Lumen Lamps for an Espen type lamp? If so, are these lamps American made? Can Espen lamps be used on this project?
The contractor is responsible for making sure all components in their bids and used on these projects meet the "Buy American" requirements for these projects.

Can you please list the lamp descriptions for the U-lamps and the coverguard lamps in the vet clinic?
The Equipment List has the description listed for a 2x2 fixture, this is relating to the U Bent 2x2 fixture. The cover guards are replacement for the new T-8 light bulbs and you can use your bulb count to get this count.

At the pre-bid meeting it was discussed that there would be a revision to the Budd Hall Fixture Count & Tubes. There are some fixtures that are only a lamp/ballast change and we need to need the quantity of those fixtures.
The Lighting Fixture Counts will be Up Dated on the Web Site today, November 9, 2010 for Budd Hall.
